Who has to complete a DICT?

A DICT (Declaration of Intention to Commence Work) must be filled in and submitted before any works can be started.

This legal obligation applies to anyone undertaking works:

  • private individuals,

  • farmers,

  • construction firms,

  • network operators.

Where contracts are awarded for work, the project owner (public or private) must fill out a Work Plan Declaration (DT) before consulting the companies who will be doing the work so that they can launch their works or construction project.

If you’re both responsible for the works and undertaking them yourself, you can fill in a joint DT-DICT.
